Copy the wheel and place both.
Control often your work(and save often either). In 3D window, Ctrl-Z keys enable Open GL preview with lights. To do a fast render, in Display buttons, don't enable OSA and Shadows buttons.
Select the last row of vertices. Extrude, and extrude and...extrude. Move the points to fit the model in all 3D views.
In the second image ( side view) the modelling work is not good, iI guess that's obvious!
